The float valve regulates the flow of water into the tank.  If it doesn't lock properly, the tank will overflow and water will run over in the inside of the machine and out the bottom.  A good clean of the float valve will normally resolve this matter.  If washers are not in correct position and float valve not tightened securely, leaking will also occur.
